Enough time for Bush to claim all the credit but not enough time for the media to find out what tricks they used to produce that timing.
Also, too close to election day would even look suspicious to the average voter.

And what day is best for big news stories? Is it Friday or Thursday? I think it might be late in the day Thursday is the best because then it is the top story all day Friday and over the weekend before Monday's stories start in.

... help with the fear factor--that's what's convincing the waverers that Bush should be elected. He's much more useful being out there somewhere, plotting, plotting, plotting our destruction.
With him in chains, people might think the terror risk is much lower, and accept the notion that Bush might not be necessary to save us all.
It's screwy logic, but we live in screwy times.

Two weeks ago, memoranda surfaced that descibed how the White House wanted "High Value Targets" on or about that date, presumbly to draw attention away from the Democratic National Convention.
It was buried within 36 hours by a Terrah Alert or Britney's latest news or some such.
I'd say something like the capture of OBL that week is a done deal.
