Over 1.5 Million Jobs Created Since August with 10 Straight Months of Job Gains


Today's Action

The economy has posted steady job gains for each of the last ten months – creating more than 1.5 million jobs since August. According to statistics released today by the Bureau of Labor Statistics (BLS), 112,000 new jobs were created in June.

Nearly 1.3 million jobs have been added since the beginning of the year.

The national unemployment rate stayed constant at 5.6% in June - down 0.7 percentage point from a peak of 6.3% a year ago. At 5.6%, the unemployment rate is below the average of the 1970s, 1980s, and 1990s.

Employment over the last year was up in 44 of the 50 states and the unemployment rate was down in all regions and in 46 of the 50 states.

National manufacturing employment is up by 64,000 jobs since its low in January. The ISM Manufacturing survey's employment index reached a 30-year high in May and remained strong in June, indicating further gains in manufacturing employment.

The household survey shows a similar increase in jobs, up 1.7 million since August.

Unemployment rates have fallen across all levels of education, races, and ages over the past year.
o For people without a college degree, the unemployment rate is down by 0.7 percentage point.
o For both African-Americans and Latinos, the unemployment rate is down by 1.5 percentage points.
o For teenagers, the unemployment rate is down by 2.2 percentage points.
Background: President Bush's Actions are Driving Our Economy Forward - Now is Not the Time to Turn Back

President Bush's economic policies are working. The economy is strong and growing stronger. Factories are busier, families are earning more, homeownership remains at record levels, and people are finding work.
Economic growth since last summer has been the fastest in nearly 20 years. The American economy grew at a strong annual pace of 3.9 percent during the first quarter of 2004 - above the historical average, and continuing the strong growth seen over the previous two quarters.
America's standard of living is on the rise. Real after-tax incomes are up by 11% since December 2000 - substantially better than the gains following the last recession. Since the President's 2001 and 2003 tax cuts, personal consumption levels have risen significantly.
Retail sales other than motor vehicles in the first quarter of 2004 increased 11.8 percent, more than double the average annual rate of growth over the last decade.
Consumer confidence is at its highest level in 2 years. The Conference Board's index of consumer confidence increased over 18 index points in the past 12 months, from 83.5 last June to 101.9 this June.
New housing construction in May remains at levels near those of December 2003, when they were at their highest in almost 20 years.
The national homeownership rate, in the first quarter of 2004, remained at the record high of 68.6 percent set in the previous quarter.
Minority homeownership set a new quarterly record of 50.8 percent in the first quarter, up 0.2 percentage point from the fourth quarter and up 1.5 percentage points from the first quarter of 2003.
Inflation remains low by historical standards, with the core CPI (Consumer Price Index) and the core finished-goods PPI (Producer Price Index) both rising only 1.7 percent over the last 12 months.
Mortgage rates remain near historic lows, making homebuying easier and more affordable.
Productivity grew from 2000 to 2003 at the fastest 3-year rate in more than 50 years. This has bolstered profits and will lead to significantly higher real wages for workers.
State tax revenue grew by 8.1 percent over the four quarters ending in March 2004, with nearly all of it attributable to the improving economy rather than to increased taxes - fully 7.1 percent of the revenue gains reflected the economic recovery. This is the best four-quarter growth rate in nearly 4 years.
Manufacturers have been reporting increased activity and new orders more than at any time in the last 20 years.
From its low in mid 2002, the stock market is up about 40% and the NASDAQ is up almost 70%.
Many Americans are working hard to make ends meet. We must continue to push forward on a pro-growth economic agenda that meets the needs of the American people.

Making tax relief permanent - raising taxes now would put the brakes on our growing economy.
Providing worker skills - preparing Americans for the skilled jobs our economy will create in the years to come.
Controlling health care costs - giving America's working families greater access to affordable health insurance by providing association health plans and health savings accounts.
Reducing regulation - ensuring that Federal regulations do not unduly handicap America's entrepreneurs by streamlining regulations and reducing paperwork.
Reducing frivolous lawsuits - supporting enactment of medical liability reform, class action lawsuit reforms, and asbestos litigation reforms to expedite resolutions and curb the costs lawsuits impose on American businesses.
Adopting a National Energy Policy (NEP) - ensuring that America has a reliable and affordable source of energy and reducing our dependence on foreign sources.
Opening new markets overseas - helping to create jobs at home by expanding markets for America's products and services around the world.

Today's Action

Today, the President met with his North Carolina and Michigan judicial nominees whose votes have been unfairly delayed in the Senate by Democrats who have been blocking their confirmations.

o Six of these nominees have not even had a hearing before the Senate Judiciary Committee - which is the first step in the judicial confirmation process.

o The President's North Carolina appeals court nominee has waited more than three years for a hearing.

o All four of the President's Michigan appeals court nominees have waited more than two years for a vote, and three have yet to be reported out of the Senate Judiciary Committee.


The extraordinary delays in the Senate are harming the administration of justice.

o Six of these nine nominees are waiting to fill vacancies that have been designated judicial emergencies.

o Eight of these nine vacancies have been open more than 1,000 days. o The North Carolina appeals court vacancy has been open for nearly ten years and is the longest standing vacancy in the country (3,629 days).

o One of the Michigan appeals court vacancies has been open more than nine years (3,355 days).

o The District Court for the Eastern District of North Carolina vacancy has been open more than six years and is the longest standing district court vacancy in the country (2,404 days).

o These confirmation delays are occurring at time when the case filings in each of these courts are rising.
The President's Call to Action on Judicial Nominees

Some Democratic Senators are using unprecedented obstructionist tactics to block the President's judicial nominees.
A Senate minority composed of Democrats is obstructing the judicial confirmation process by waging unprecedented filibusters against some of the President's most important nominees -- those to the Federal courts of appeals. Six of the President's appeals court nominees who have been favorably reported by the Senate Judiciary Committee have been denied up-or-down votes. Each has enjoyed the support of a bipartisan majority of Senators and would be confirmed if given a vote.


Home-State Democratic Senators have also succeeded in delaying confirmation hearings on judicial nominees. In this Presidency, more appeals court nominees have had to wait over a year for a confirmation hearing than in the last 50 years combined.


These obstructionist tactics are harming our judicial system. The efforts of some Democratic Senators to delay the confirmation of President Bush's judicial nominees come at a time when filings in the federal courts are at an all-time high. More than one-third (11) of the President's 25 pending judicial nominees are waiting to fill seats that have been designated judicial emergencies.


The President is fulfilling his constitutional responsibility to ensure a strong judiciary. As of today, July 7, 2004, the President has nominated 225 individuals to the Federal courts - 51 to the circuit courts and 174 to the district courts.


The President's judicial nominees are highly respected and qualified men and women. Of the President's nominees who have been rated by the American Bar Association, 99% have been rated either well-qualified or qualified.


The President has proposed a plan to fix the broken judicial confirmation process. The President has proposed a plan that would return fairness and dignity to the judicial confirmation process and would apply no matter who is President or which party controls the Senate. Under the President's plan, judges would provide one-year advance notice of retirement, when possible; Presidents would submit nominations within 180 days of receiving notice of a vacancy or intended retirement, absent extraordinary circumstances; the Senate Judiciary Committee would hold a hearing within 90 days of receiving a nomination, and the full Senate would vote up-or-down on a nominee no more than 180 days after a nomination is submitted. Since announcing his plan, the President has submitted nominations within 180 days of receiving notice of a vacancy or intended retirement, absent extraordinary circumstances. And the Judicial Conference has adopted a policy for judges to give one-year advance notice of retirement. Regrettably, the Senate has not done its part. In many cases, it has unfairly delayed action on judicial nominations.

12) John Kerry missed 64% of his votes in the Senate last year and has missed more than 80% of them this year. If John Kerry isn't bothering to do the job he has, wouldn't it be a mistake to give him a promotion?

13) John Kerry claims to believe that life begins at conception. Yet, he voted against bills that would have banned partial birth abortion 6 times and he "also voted three times against bills requiring parental consent or notification for a minor to get an abortion. He also opposed making it a federal crime for anyone other than a parent to transport a minor across state lines to obtain an abortion." 23) In Afghanistan, we were told going in that the war would be long, difficult, and perhaps even unwinnable. A lesser man than George Bush might have gotten weak kneed at the prospect of sending our troops into a "mountainous Vietnam" and found some sort of excuse not to go. But, not only did we take the fight to our enemies in Afghanistan, we bombed Al-Qaeda's camps, decimated the Taliban, drove them out of power in less than two months, and sent our enemies running to Pakistan and remote caves on the Afghan border, where they live even today as hunted men. 25) Almost a year after we invaded Iraq, in an interview with Time, John Kerry still was not able to explain whether he was for the war in Iraq. Can we trust anyone that indecisive to be President?

Time: What would you have done about Iraq had you been the President?

Kerry: If I had been the President, I might have gone to war but not the way the President did. It might have been only because we had exhausted the remedies of inspections, only because we had to—because it was the only way to enforce the disarmament.

Time: But it turns out there was nothing to disarm.

Kerry: Well, if we had kept on inspecting properly and gone through the process appropriately, we might have avoided almost a $200 billion expenditure, the loss of lives and the scorn of the world and the breaking of so many relationships.

Time: Would you say your position on Iraq is a) it was a mistaken war; b) it was a necessary war fought in a bad way; or c) fill in the blank?

Kerry: I think George Bush rushed to war without exhausting the remedies available to him, without exhausting the diplomacy necessary to put the U.S. in the strongest position possible, without pulling together the logistics and the plan to shore up Iraq immediately and effectively.

Time: And you as Commander in Chief would not have made these mistakes but would have gone to war?

Kerry: I didn't say that.

Time: I'm asking.

Kerry: I can't tell you.

Time: Might the war have been avoided?

Kerry: Yes.

Time: Through inspections?

Kerry: It's possible. It's not a certainty, but it's possible. I'm not going to tell you hypothetically when you've reached the point of exhaustion that you have to and your intelligence is good enough that it tells you you've reached that moment. But I can tell you this: I would have asked a lot of questions they didn't. I would have tried to do a lot of diplomacy they didn't. ...

Time: Obviously it's good that Saddam is out of power. Was bringing him down worth the cost?

Kerry: If there are no weapons of mass destruction— and we may yet find some—then this is a war that was fought on false pretenses, because that was the justification to the American people, to the Congress, to the world, and that was clearly the frame of my vote of consent. I said it as clearly as you can in my speech. I suggested that all the evils of Saddam Hussein alone were not a cause to go to war.

Time: So, if we don't find WMD, the war wasn't worth the costs? That's a yes?

Kerry: No, I think you can still—wait, no. You can't—that's not a fair question, and I'll tell you why. You can wind up successful in transforming Iraq and changing the dynamics, and that may make it worth it, but that doesn't mean was the cause legitimacy to go. You have to have that distinction.

26) As Larry Kudlow pointed out in a recent column,

"A new poll of Iraqis shows that 68 percent have confidence in the interim government, 73 percent approve of Prime Minister Iyad Allawi, and 84 percent approve of President Ghazi Yawar. Nearly 80 percent of Iraqis expect that the new government will “make things better” for Iraq after the handover."

In January, the Iraqis are scheduled to have national elections. Iraq is steadily moving towards freedom and Democracy because of George Bush's planning and steady leadership.

27) So far, artillery shells containing mustard gas, sarin, & cyclosarin have been found in Iraq. Furthermore, former chief weapons inspector David Kay also pointed out that Iraq was "working to produce a (chemical) weapon using the poison ricin until the American invasion last March". Also, Kay noted in his interim report that the Iraqis planned to produce more weapons,

"Even those senior officials we have interviewed who claim no direct knowledge of any on-going prohibited activities readily acknowledge that Saddam intended to resume these programs whenever the external restrictions were removed.".

Thanks to George Bush, Saddam's WMD's, however many he had of them, aren't going to be a threat in the future.

28) Without question, Iraq was a nation that provided "safe haven" for terrorists with "global reach". Among them were terrormaster Abu Nidal, Abdul Rahman Yasin, one of the conspirators in the 1993 WTC bombing, "Khala Khadr al-Salahat, the man who reputedly made the bomb for the Libyans that brought down Pan Am Flight 103 over...Scotland,"Abu Abbas, mastermind of the October 1985 Achille Lauro hijacking and murder of Leon Klinghoffer," & "Abu Musab al-Zarqawi, formerly the director of an al Qaeda training base in Afghanistan" who is now believed to be leading Al-Qaeda's forces in Iraq. Quite frankly, any war on terrorism that didn't tackle that nest of vipers would have been a war in name only. Going after them showed George Bush's leadership against the global scourge of terrorism.

29) In Iraq, we removed Saddam Hussein, an anti-American tyrant & sponsor of terrorism who started two wars of aggression in the region while he simultaneously raped, tortured, and butchered his own people with a zeal matched by few figures in modern history. Once the war began, the performance of our military was incomparable. Saddam's forces were defeated, scattered to the four winds in less than a month, even as the press, a week into the war, was again baying the dreaded "V word" loud and often. George Bush made it possible.

33) "Hundreds of former commanders and military colleagues of presumptive Democratic nominee John Kerry are set to declare in a signed letter that he is "unfit to be commander-in-chief." They will do so at a press conference in Washington on Tuesday.

Because of George Bush, we are slowly but surely winning the war on terrorism.

1. As far as the Novak article
He's a traitor for outing Joe Wilson's wife, so nuf said.

As far as the other FORTY points, all I would say to refute this to a freeper is Why was your commander in chief sitting reading to school children, knowing America was under attack? That's all that needs to be said.
