Accused American Deserter Arrives in Japan - Uncle Sam Wants To BUST HIM

TOKYO, July 18 — An American accused of deserting the United States Army four decades ago and fleeing to North Korea arrived in Tokyo today for medical treatment, though by stepping foot in Japan he now faces the threat of a military court-martial.

Charles Robert Jenkins, 64, is accused of deserting the Army in January 1965 while on patrol inside the demilitarized zone separating North and South Korea. American officials say they intend to prosecute Mr. Jenkins, who has appeared in North Korean propaganda films, though they also say they may wait to seek custody while he receives treatment.

Mr. Jenkins has been the subject of top-level diplomatic discussions between Washington and Tokyo and the focus of intense media coverage in Japan because of popular sympathy for his Japanese wife, Hitomi Soga. Ms. Soga, 45, is one of at least 13 Japanese abducted by North Korean agents in the 1970's and 1980's and taken to the secretive country to teach the Japanese language to its spies.

Ms. Soga was returned to Japan in 2002, along with four other Japanese abductees, after Pyongyang acknowledged the abductions. Ms. Soga left her two daughters and husband behind in North Korea because of worries he would be turned over to American authorities if he entered Japan. Japan has an extradition treaty with the United States.
