The fact is, international agreements protect our troops from being tortured themselves, and so the Bushies are putting them at greater risk.

Historically, torture has been used only for punishment or to extract confessions - whether false or true didn't matter - torture does work to extract forced confessions.
But that's all it has ever proven effective for.
