...of diplomacy, economic sanctions, and depending on what's going on, covert stuff, ideally usuing a more evolved and complete international coalition than Bush likes. Military action only as a very last resort. It's more complex than a simple poll would allow, but I voted anyway.

The absence of basic resources, with no real hope of securing those resources in the future, leads to desperation. Desperation leads to terrorism.
