A question re: non-resident US citizen votes

I thought maybe someone here at DU might be able to answer my question. I've tried my election supervisor and can't get through the receptionist/secretary gauntlet.
My mom lives in Canada as a landed immigrant but retains her US citizenship. She has investment accounts in the US, pays US taxes and receives Social Security and Medicare. Is she eligible to vote in the election in November? I live in Virginia, I have a sister in California, a brother in RI and another in NH. Could she register in one of those states and vote? I told her I think not, but she is desperate to vote against Shrub in the election.
Anyone have any information they can share? I remember in 2000 there was an issue about absentee ballots from Israel being lost - did I invent this memory or does anyone else remember this?

2. As far as I know, if you're an American citizen living outside the US

you can go to the US Embassy in that country and cast a vote for President and Vice President only. Tell her she'll probably need to bring her US passport as proof of citizenship or a certified copy of her birth certificate.

4. My Dad is in the same situation

and I just mailed in his application to register to vote today. You need to contact the Federal Voters Assistance Program in Washington DC, explain the situation, and they will send you a "postcard application" for her to register to vote and a set of instructions.

Your Mom will need to know her last U.S. address and the year that she lived there. Once her application is processed, she will receive an absentee ballot.

5. Democrats Abroad has been holding regular voter registration events

... in major Canadian cities (and even minor ones like Duncan B.C.!). Apparently there are "Convention House Parties" scheduled, so this is a good time to find the local chapters.

7. It sure sounds like she'll be able to vote ...

And she has a lot of company up here. A friend who works with Democrats Abroad reported that a couple of hundred people have signed up so far, just in Victoria! Apparently there are more eligible US voters in Canada than there are in some of the smaller US states.
