Are there places on the internet to do a background check on people? If so, can you supply the best place.

We have a new suspicious character in our neighborhood. He is related to a neighbor and they are troublemakers themselves. We have name and plate number from another state, but police will not help. Some of us have caught him looking over the fences into our back yards. We don't have a dog or own a gun. I'm totally afraid of guns.

I tried it for another state and had a helluva time getting any info..so I don't know if this will help.

Put in the zip and it turns up sex offenders. I've seen stuff in spam mail but that's it. Maybe a google for criminal records would turn up a site.
