In other words, Kerry realizes that "downsizing" is shorthand for "outsourcing," a huge benny for Halliburton et al and a fast track to eviscerating our (re)enlistment quotas. Keep it up, John. This is what those of us on overseas army bases like to hear.

defended from in the EU? Downsize there for sure. Subic Bay & Clark were nice to have in their day too, but we need to cut where it makes sense.
