Can't the Florida House dismiss election results?

Can't the Florida House dismiss election results?
I remember in 2000, the Republicans were all set to overturn the election results if the recount indicated Gore was the winner. According to the Florida law, the electoral college laws allowed the Fla. House of Reps. to pick new delegates, even after the election. Does anyone remember this more clearly?

1. actually, it is up to the states to pick and certify their delegates
however they want, I would wager most states have a never used loophole letting the legislature overrule the popular vote, you know in case one of them black fellas won or something.

2. each state can seat whoever they want
and however they want to seat them. so Yes. they could completly ignore the vote and just throw their electoral votes to Voldemort.
