If The Kerry Campaign Can No Longer Accept Donations |

after accepting federal money... are they limited to spending ONLY the federal money? What happens to the donations that they already raised?
Is it added together with the federal funds and spent from the same account? Or is it turned over to the DNC? Or are their other restrictions that require money from one source to be spent in one manner... while money from other sources can be spent in another manner?

I think they get to spend it. But not really sure about this.
This is part of WHY, I think, the RNC made their own convention so late this year...to give Bush*t more time to raise more money...

will be committed by the deadline. If it is committed, it is considered spent. That is why it was so important to collect the money on time to commit it on time.

Is it just me, or does it seem that the campaign finance reforms tend to benefit Republicans?

just seems to get sleazier and sleazier. Its definitely slanted toward Republicans and incumbents in general. Its too damned complicated for anyone but lawyers to understand, and there are evidently loopholes you could drive a truck through.
