To immediately end, and re-open for bidding, KBR (Haliburton) contracts. Obviously Iraqi infrastructure needs to be rebuilt, but those contracts should be considered null and void while the appropriate agencies investigate them. Open the bidding up to ALL companies, not just U.S. ones. Get the right group in there who can do a good job without raping our treasury.
