If he was such a big threat, why did Colin Powell, Condi Rice and Herr Cheney himself all declare that Saddam was not a threat in 2001. Heck, either Powell or Rice were practically bragging that Saddam was not even a conventional threat to his neighbors anymore and Cheney said Saddam was not a threat AFTER 9/11.
