Remember the outrage over Clinton's Marc Rich pardon? There was some sort of investigation into that pardon... a few years later, the conclusion quietly came down that it was okay. But, if they were investigating it, it makes me think they could do something about it.
However, I'm not anything close to an expert.

I think the Presidential-pardon power is written into the Constitution. I don't recall any kind of appeal/overturning mechanism.

Think about it. If a new President could undo pardons, shrub would sure have undone all of Clinton's.
I do know for a fact, a President cannot pardon himself.

The pardon is a power specifically granted to the president.
However, Bush will have to be specific about the crimes he is pardoning them over. If he doesn't cover something else specifically that is covered under another prosecutable offense, BANG, we got the crooks!
