1. Because the ChickenHawk in Chief wanted to be reelected.
So, he's done his damndest to convince the American people that he's a great leader by killing people for votes. Hopefully, it won't work this time.

3. Ill-trained & ill-equipped
The Cheney-Rumsfeld monster didn't think they'd need to fight to "win the peace". They thought they'd go in, kick ass, be welcomed with open arms, install Chalabi without resistance, milk the oil wells, and that would be that. Fuckin' idiots.
