Powell: US Will SPEED UP SPENDING on Reconstruction in Iraq!
You know what this tells me? They're worried about losing the election. They want to suck as much as they can as quickly as they can before they're booted.

2. That will increase the casualties
Right now, they are all hunkered down in bunkers and have only spent a small fraction of what was allocated because they can't go out of the bunkers to work. They get shot or blown up.

This is more silly crap from the junta.

4. You are correct in your analysis, Beetwasher.
And that is why Kenny Boy Lay did his perp walk. I would guess he has his (and bush*s, as it happens) attorney working to try and get a trial rushed through ASAP so his boy toy in the WH will still have pardoning authority.

They are worried and they are gonna be really really aggressive for the time being. The kids in the candy store are grabbing for all they can before they get busted.

5. Just like the GOP to be 2 months behind the times
It's too late for more Iraq "good news". It won't work anymore. It will simply remind people that we are spending our tax money to rebuild a country that we shouldn't have messed with in the first place. Only the hard core knuckleheads who worship at the alter of the chimp would be bolstered by announcements like this.

7. They are going to loot as much cash and alter as many laws as they can
before they take off, laughing all the way to the bank. They'll be settin' pretty for a short while as we enter peak oil.
