Does the right ever play fair to win elections and referenda?

Aside from the obvious with the GOP, the far-right in Taiwan is particularly disgusting.

The Taiwan-nationalists are centrist and left-leaning, while the China-nationalists are far to the right.

The China-nationalists control the legislature and pass a bill making referenda initiated by the President (centre-left Taiwan-nationlist Chen Shui-bien) invalid if turn-out is lower than 50%.

Knowing that a majority of voters were going to support the referenda, they then instructed supporters to abstain on the referendum ballots, thus keeping the turn-out at 45% and ensuring that the results would be invalid. (which in the case of Chen's questions, would have the same result as a no vote)
