I've watched it at least 5 times and I die when he gives the answer, realizes the dude who asked it is looking at him with a :wtf: expression and then George gives him the small shoulder roll that idicates, "come on man, you know what I mean", they're Sovereign."

I almost always change channels when * is on, but for some reason I listened, and his complete inability to respond to the reporter's questions was absolutly amazing. If he wasn't sitting in the white house, it would really be funny.

What I heard was after a lot of hemming and hawing "A sovereign entity is an entity that is sovereign."

the man is a total moron - at least when it comes to the english lanquage.

Besides the circular logic, the other ridiculous thing was that Bush said something about the Native American tribal lands being "granted sovereignty". Uh, no Dubya, they were here first. We didn't need to grant them a damn thing.
