Would attack of Iran or N Korea by US require act of congress

At this point in time..would this be required before such an attack could take place? I am unclear on this now..since the war now is on "Terror", rather than a specific country.

an act of stupidity first.... like reselecting the current resident of the WH.... then they can take it from there.....

Don't forget who is talking about tactical nukes being a "good" thing.... you don't have to look much further than D.C.
