What's with the dump trucks full of sand?
One camera on C-SPAN is right behind a dump truck full of sand, upon which a police officer is standing. What's up with that?

4. Noticed that too

First I thought, "fire safety" (dump some sand on the fire),
then I was thinking bomb squad. But that doesn't make perfect
sense either. Make the truck so heavy that it can't be turned
over? But the dump truck (no sand) would be heavy enough to
not be turned over (one would think).

It's a puzzle.

Easy to move into place--with the keys of course--but hard to move otherwise.

9. Security
I was at a Clinton rally in '96 in Springfield Mass a couple days before the election. It was outside in the town square and all the roads but one were blocked by huge snow plow trucks, minus the plows, filled with sand. Keeps the truck bombers at a distance.
