Like the US, the UK has spent far more than it could afford on the war in Iraq. And like the US, the UK's social services have been threatened by cuts. But to hide this fact, Tony Blair has been diverting money raised by the UK's lottery into these services. "Between a quarter and a half of the cash originally intended for sport, culture, art and other such causes has been diverted to health and social projects, says former UK Prime Minister John Major, who founded the lottery 10 years ago. "I think that's grand larceny," said Major. When Labour won its second term in 2001, Blair pledged to spend 100 billion pounds improving roads, schools and hospitals. The Treasury is now striving to limit spending after running up a budget deficit of 37 billion pounds
in the fiscal year through April 2004, the most since 1997.
