1. The poor and indigent

Oh wait nobody thinks or cares about them today so maybe not. Maybe some ethnic group who's evil we fail to see today but will be exposed over a period of time, how about the Indonesians? They have oil, they are Muslim, and the are brown people. Americans seem to like to bomb brown people. Oh yeah, there is a lot of them, something close to 250 million. My money is on the Indonesians.

On edit: rereading original post, you said "societies scapegoats" I was looking at more of a "world scapegoat"

2. Atheists or some religion other than the dominant one

There's a nice stash of persecutable groups in reserve. Catholics. Jews. Atheists. Buddhists. Pagans. People who like music the Stepfordites don't like. Fat people. Cyclists. No shortage there.

3. Those that still want organically grown food

rather than a synthetic pill for lunch or genetically created food hybrids for dinner. Those that want "free range" meats rather than food grown in a box and served in a box. They will be considered polluters since their bodies will still produce measurable waste as opposed to those that merely ingest pills.
