No one really knows what is in it...Everyone hoped it wouldn't make it out of this years congress and give Bush a no vote of confidence. So they pushed hard for it...Now we can sing "Who's Sorry Now"...

If they're still there, one was a clause to make it a crime not to have a national identity card and another is a statute making anyone without a job subject to arrest and detention.
