He's got actual military uniform peices he's wearing over "office clothes"(slacks, shirt, and tie), with his name, "rank", and li'l presidential seal over each pec and a flag on his upper arm - I consider that a uniform.
And he's got his special li'l uniform "Commander in Chief" ballcap to wear at casual military occasions.

He's got his working uniform (no ribbons, just insignia); he's just halfway out of it all the time to present the look of "being one of the guys" instead of showing his true rank of "Supreme Imperial Commander".

You know the mad emporor Caligula used to like playing dressup too.

He had a soldier's uniform complete with army boots (hence his name Caligula translates roughly as Bootsy or Little Boots) even though before he bacame emporor he managed to avoid the usual service in the legions expected of an upper class Roman. He also liked to dress up like various gods and particularly enjoyed protraying himself as Zeus in gold lame tunic and thunderbolt.
