No, I think it was the fact that he would have been a stationary target for the Democrats for any number of reasons during the confirmation hearings (he's got some real conflict-of-interest issues) and the WH couldn't stand to think of what might get dragged out in the process. I think that's why they offered it to Lieberman, he's pliant and acceptable to both sides, at least the Dems wouldn't be as hard on him.
