1. Every year.
Illinois has more separate elected units of goverment than any other state in the nation. We vote on something every year.

Because of local government. But I know that turnout for off year elections is not that good all over the USA.

I was thinking if our base could be energized to go out and vote every year than we may be able to take back some seats at every level of government.

If we showed up in 2005 in the same numbers as in 2004 we could win a lot. (Not that it will be easy to turn out those numbers even in 2006.)
