Was this earthquake accurately predicted?
This guy's team has successfully predicted a couple quakes

Evidently his latest prediction was 28 minutes and under 200 km off.

1. I seen a seismologist interviewed on CBC
and he said they knew about the quake; however, they couldn't do anything about it; many of the governments had no way of informing the local communities about the impending disaster, as they had no tsunami warning system.

I just can't wrap my head around the scale of this. :(

Then that means earthquake prediction has turned a corner. Maybe there is some solace in that.

3. More immediately available: a tsunami warning system
like the one functioning for the Pacific Ocean areas. The tsunami warning facility in Hawaii actually picked up the earthquake and could predict the tidal waves, but there was no warning system in place in the affected countries. People were taken entirely by surprise, when with sirens or bells or whatever they would have had some time to get away from the shore. The water waves move quickly (on the order of 500 km/h over open ocean), but not as fast as earthquake waves. With a tsunami warning, there would have been enough time to save many lives.

When the next quake-induced killer waves come to this area, whether or not the quake itself was predicted, there MUST be a tsunami warning system in place.

There must be a tsunami warning system.. But, an earthquake warning system would be amazing.
