If we want to win the hearts and minds of the people in these countries, it would be in our best interest to be very generous with aid...why..because people will remember who helped them, so when the freaky terrorist types are trying to recruit them to hate the US...they will refuse on the grounds that the US was so generous and helped make everything better for them after the disaster.
I met a woman who was a child in the Phillipines after WWII and she remembered vividly the food aid she received (powdered milk is what she remembered specifically) from the Americans and all her life she felt a kindred spirit with the generous American people.
The old adage.."You will catch more flys with honey than with vinegar"...is tried and true.
