4. Institutionalizing the Lack of Ethics |
|
Lack of ethics has been the de facto situation. The difference is that they now seek to undermine the institutions which, in theory, might respond to this problem. Of course the ethics committee never had any teeth, but its still preferable to have them able to reprimand De Lay (even if it means little) than to have no reprimands at all.
