like, if someone wanted to donate money to a citizen of Fallujah (who hasn't been murdered yet by us).
does the US censor Iraq mail?

They will deliver an airmail letter to Iraq for 80 cents. However, you are not allowed to send "banknotes; currency notes; securities payable to bearer; traveler's checks" to Iraq at this time.
It might cause both of you to be investigated if you sent this person money by U.S. mail.
So I am not sure what to do. Is this a friend or family member who needs the money? There are reporting forms required for sending money by wire transfer but it might be your best bet to keep things on the up-and-up. I don't send money by wire myself so I am not very knowledgeable about this option but I believe you need to provide proof of your identity and the receiver's identity if you send more than $750.
It is reasonable at time of war to make sure any money sent does not fall into enemy hands but when you know that innocent people are in need, it is hard to stand by idle.
If I think or hear of an alternative, I'll post again. Would the armed services or your congresscritter know how to get the money to the person in Iraq?

so that means the bushgang must open all mail that goes to Iraq. how else would they know if money was mailed?
