because what he means is to **destroy Social** Security.
What he is talking about here is using a different calculation to pay benefits in a way that will reduce benefits. But he really can't just come out and say that, can he? So it comes out all gobbledy-gook.
Welfare "reform" is an excellent example. Welfare was "reformed" by making many people ineligible for services. The roles automatically went down and the "reform" was touted as a success.
The same tricks will be used with SS.
