Florida Gov. Jeb Bush responds to questions Monday, Feb. 14, 2005, in Tallahassee, Fla. Bush wants voters to change the class size limits they approved more than two years ago so that they apply to a districtwide average instead of a hard cap on each class. Bush said Monday he will ask lawmakers to approve a ballot question for the 2006 election that would ask voters to change the constitutional amendment they approved in 2002.
