It also helps divert attention away from him not getting his way with SS. Bush doesn't like to hear that he failed or was wrong.
He has the press corps so well trained they won't even question him about the tapes. He has nothing to lose and everything to gain.

I can't tell for sure. They do sound very candid, and * sounds very different when he speaks candidly than when he is reading from a script. (e.g.: press conferences vs. state-of-the-union) But perhaps they recored several hours of candid conversation, and just released the best parts. All in all, they aren't that revealing or damaging, and in my opinion the perfect "non-story" to take everyone's mind of Gannon-what's-his-name.
