About the Task Force on the United Nations

The United States Institute of Peace was directed by Congress in December 2004 to create a Task Force on the United Nations. The task force will assess the extent to which the United Nations is fulfilling the purposes stated in its Charter and recommend an actionable agenda for the United States on the UN. The task force, while not an official U.S. government effort, is obligated to provide its report to Congress no later than June 6, 2005.

You say the solution should "include a semiautonomous zone for the Serbs," but do not define what that zone would be semiautonomous from. You also reject independence for the province. Does this mean that the Kosovo Albanians would just live in the international limbo of United Nations administration indefinitely - with no access to foreign lending and investment, and thus very high unemployment?

The riots last year against Serbs and other minority groups were indefensible. But recognizing that social unrest has underlying causes and charting a path to a settlement to begin dealing with those causes does not "reward bad faith." Independence may well be the best way to get a functioning state that produces real benefits for people, including Kosovo's Serbs. When people have responsibility, they tend to behave more responsibly.


Gotta love this man! I love it when he takes the Nazi press to task!

10. The most impressive thing is ...
... that this company is NOT involved in military aircraft. I really respect the fact that Clark has made a conscious decision not to involve himself in the military industrial complex after retiring from the the military.

Wish I could find the article I read where he said he didn't want to go down that path so well-worn by most other retired high-ranking military officers.

He gets it about the m-i-c -- that's what makes him so important.

And I loved his letter to the NYT. He cares what happens in the world and he understands what needs to be done. That's why I think he'll run again. And that's why it's important that he does.

7. Chairs Little Rock City Year Program
The formal launch for the program in Little Rock was concurrent with the Clinton Library dedication back in Nov 04. Videos of Clinton and Clark available at:

In 2005, Little Rock will host the national City Year conference, 5/31-6/5/05.

City Year participants take part in a year of community service in exchange for a college scholarship. The national program was considered a model for Clinton's AmeriCorps network, and it is now partly funded by the federal program. "In our first year we are proving the power of service," said Clark, the former NATO commander, presidential candidate and co-chairman of City Year Little Rock. "People are taking notice of our impact."

The City Year convention will include all of the organization's corps members and feature workshops and seminars. It's expected to draw nearly 1,500 people to Little Rock, national City Year Chairman Eli Segal said. "It's a combination rally, call to action and plan for our future," Segal said. "This is mostly a platform for young people to see how they can get involved in the community through City Year and beyond."

The gathering also will feature a series of community service projects at dozens of locations in Little Rock and North Little Rock. Founded in 1988 in Boston, City Year operates in 15 cities. The organization is set to introduce its first international program in South Africa this spring. Forty members of City Year Little Rock work in eight schools in Little Rock and North Little Rock. Each member will spend at least 1,700 hours over a year mentoring and tutoring students. In exchange for their service, they receive a $4,725 scholarship.

Spotted on Capitol Hill yesterday: Wes Clark, speaking, according to a
source who was there, to a standing-room-only gathering of Democratic Senate
staffers with a national security bent. Clark gave an upbeat account of the
Party's fight to forge policy alternatives to President Bush's plans. He urged
Democrats to stop talking about exit strategies and timelines and focus on how
to win in Iraq.

He also joined Leaders Reid and Pelosi for a closed-door meeting of their
newly announced National Security Advisory Group, including bold-faced names
Perry and Albright.

They frame this as an early, early, early look at the '08 field which is very
Note of them. The important thing here, though, is less that Wesley Clark was
on the Hill than that his appearance attracted a standing-room-only gathering
of Democratic Senate staffers eager to here what he had to say. This seems to
indicate to me that the National Security Advisory Group concept will actually
go somewhere, with its members actually doing stuff, and staffers and
legislators actually paying some attention. Ezra Klein is right to say that the
politics of security are largely about image (the politics of everything are),
but the important thing to note is that you can't just whip up some issues and
an "image" cooked to order when it comes time to run a presidential campaign.
You need to have some idea of what it is you're trying to market, and some
experience with various people actually trying to market it. And perhaps most
important of all, one key element of "image" is not looking uncomfortable
discussing these topics, and one easy way to do that is to actually be
comfortable and confident that you know what you're talking about and
understand where you want to take the country.
