Is it possible to burn a video file to a dvd burner and view it on a regular dvd player?

I use a Sony DRU710A (about $100) http://www.compusa.com/products/product_info.asp?product_code=314590&pfp=BROWSELooks like there is a new model: http://www.compusa.com/products/product_info.asp?product_code=318777&pfp=BROWSEComes with Nero 6, which is extremely full featured. Disclaimer: Some really (really, really) old DVD players will not play a home-cooked DVD.

Your DVD burner may have come with one. But there are many different programs to burn such a disk.

Does your dvd player play VCD disks? If so, then it shouldn't be a problem.
If it doesn't, then you should be able to convert your file to a dvd-friendly ISO file (some burning software, like Nero, have accessories that will allow you to do this)...
