Perverted Republican Texas Lawyer solicits sex from wife of client

A Texas lawyer was arrested yesterday and charged with offering to provide legal services in exchange for a sex act and some hot girl-on-girl action. According to cops, Steven Copenhaver, 56, solicited the "deviate sexual intercourse" from the wife of a prospective client and the woman's sister-in-law. As detailed in the below Round Rock Police Department report, Copenhaver told Leigh Heavin that he would accept sex in lieu of legal fees incurred by Heavin's husband, who is facing a criminal rap for allegedly assaulting her. During a visit last month to Heavin's home, Copenhaver allegedly told her--and the woman's sister-in-law, Malinda Tilley--exactly what he was looking for (you'll have to read the document for the dirty details). And, he added, the women "might have to do this a couple of times."

2. Not sure he's a republican though.
The judge he donated to is in his district, and sometimes that lends to "bi-partisanship" in campaign donations that reflects a new reality in Texas politics.

I couldn't find any donations from him to anyone but this one judge and though it's very likey he's a pubbie, I wouldn't want to bet on it.

Just saying, I've been repeatedly burned by this very thing by jumping the gun w/o knowing for sure. :hi:

If you contribute to a campaign for CONGRESS, to put a very conservative Republican in a seat to vote against Democratic interests and take orders from BugMan Delay, you are a Republican. He sure as hell can't be a real Democrat--not with the stakes so high.

You don't take back the House, or the Senate, by backing the enemy. If it had been just an elected local judge, that's one thing (though I don't condone even that), but his money put a conservative GOP judge in Congress...!

ON EDIT--A BLURB from the Judge's bio on the Conservative GOP site listed above: Carter’s record exemplifies his conservative values and Texas ideals. As a Judge, he has been a strong voice for unborn children and the pro-life movement and because of his tough stance against criminals, Williamson County became one of the safest counties in Texas.

I'd say he walks like a duck....!

The commissioner position will be up for election in the March, 2004 Republican primary.

Already several people, including CTRMA board member and former Round Rock Mayor Mike Robinson, former Round Rock Mayor Charlie Culpepper and RRISD board member Steve Copenhaver, have indicated they are interested in running for commissioner if Heiligenstein accepts the position with the CTRMA. Lisa Birkman, a member of the Brushy Creek Municipal Utility District Board, has already announced her candidacy for commissioner.

10. That definitely bolsters the case.

Pretty strong indication that he'd run in a republican primary.

I went looking yesterday and found the donations on open secrets, but thought a donation to a judge in his circuit wasn't enough. I figured if the guy was a little bit republican he would have something in 7 election cycles, i.e. to a Senator or the RNC.

People probably have a well founded fear of being put on a list and continuously hounded. :)

6. Well lets see how good of a lawyer he is...
I checked out that smoking gun article, he is being charged with "Prostition P.C. 43.02(a)(1)" which means Penal Code Section 43.02.

Is a link where the law can be found, and here is the relevent section.

§ 43.02. PROSTITUTION. (a) A person commits an
offense if he knowingly:
(1) offers to engage, agrees to engage, or engages in
sexual conduct for a fee;


I may be wrong since I dont know what the "legal" definition of "fee," but I think fee refers to money and not services. So a good lawyer would argue that he didnt violate the law because no money was going to change hands.

8. Well, he was WAIVING a fee for the husband's defense
provided he had his fun--a "number or times"--guess she wasn't on the type of Demi Moore in that Millionaire movie with Robert Redford.

If he manages to walk, I'll be appalled...but nothing would surprise me.

9. yes but does waiving a fee = for a fee
I suppose thats it would be in the "spirit" of the law, but is it the same thing in the letter of the law?

Sort of reminds me how some small towns have thier little gamling places. They get away with it because they dont actually payout in cash, they either payout the winnings in goods or some debit card type thing.

Steven C. Copenhaver was first elected as a Trustee in 1987. Raised in Houston, Texas, he received a Bachelor of Science in Economics in 1970 and a Doctorate of Jurisprudence from the University of Houston in 1974. After serving as an Army prosecutor and as an Assistant District Attorney, Mr. Copenhaver moved to the Round Rock/Austin area in 1981. He has a private law practice in Georgetown, Texas, a few blocks from the old scenic downtown courthouse square. Steven completed his Leadership TASB certification and became a Master Trustee in 1999.
Steven's wife, Janet, is originally from Albuquerque, New Mexico. She recently retired after 30 years in public education and has been recognized in Who's Who Among American Teachers and received the Golden Apple Award from the Round Rock Leader. She holds bachelor's and master's degrees in education from the University of New Mexico. Janet was with RRISD for 21 years, 19 of them at Deepwood Elementary school where she taught 5th grade.

Their daughter, Julie, a 1997 Round Rock High School graduate, graduated from Baylor University in 2001 with a degree in telecommunications. A former state champion gymnast, she continues to teach young lady gymnasts.

The Copenhavers have resided in Round Rock since 1985 and as a family enjoy movies, reading, landscaping, spending time with their golden retrievers, "Daisy" and "Ginger," as well as taking trips to the coast and to New Mexico.

Copenhaver was also Vice President of the Round Rock School Board.
ROUND ROCK — Steve Copenhaver, vice president of the Round Rock school board, resigned Sunday after his arrest last week on a charge of offering legal services in exchange for sex.

"I do not believe that my prior conduct is an appropriate role model for the students, teachers, administrators, employees and constituents of this great district," Copenhaver wrote in a letter to board President John Romano.
