3. I disagree...
My theory has always been that as soon as his handlers realized what he was getting ready to say, they started screaming in his earpiece "DON'T SAY SHAME ON ME DON'T SAY SHAME ON ME" because they knew it would end up being the best Democratic soundbyte of the 2004 campaign!
