From the Selective Service website
I was trying to find the report due on March 31st about the readiness for a draft. It looks like the report may be available, but it would not load on my computer. I will keep trying. However, here is the answer to others' questions about what happens if there is a draft.

Selective Service
SEQUENCE OF EVENTS

Here is a brief overview of what would occur if the United States returned to a draft:

1. CONGRESS AND THE PRESIDENT AUTHORIZE A DRAFT
A crisis occurs which requires more troops than the volunteer military can supply. Congress passes and the President signs legislation which starts a draft.

2. THE LOTTERY
A lottery based on birthdays determines the order in which registered men are called up by Selective Service. The first to be called, in a sequence determined by the lottery, will be men whose 20th birthday falls during that year, followed, if needed, by those aged 21, 22, 23, 24 and 25. 18-year-olds and those turning 19 would probably not be drafted.

3. ALL PARTS OF SELECTIVE SERVICE ARE ACTIVATED
The Agency activates and orders its State Directors and Reserve Forces Officers to report for duty. See also Agency Structure.

4. PHYSICAL, MENTAL, AND MORAL EVALUATION OF REGISTRANTS
Registrants with low lottery numbers are ordered to report for a physical, mental, and moral evaluation at a Military Entrance Processing Station to determine whether they are fit for military service. Once he is notified of the results of the evaluation, a registrant will be given 10 days to file a claim for exemption, postponement, or deferment. See also Classifications.

5. LOCAL AND APPEAL BOARDS ACTIVATED AND INDUCTION NOTICES SENT
Local and Appeal Boards will process registrant claims. Those who pass the military evaluation will receive induction orders. An inductee will have 10 days to report to a local Military Entrance Processing Station for induction.

6. FIRST DRAFTEES ARE INDUCTED
According to current plans, Selective Service must deliver the first inductees to the military within 193 days from the onset of a crisis.

3. I don't understand how they could call a draft --
when this has never been declared an actual WAR.

Wouldn't Congress and/or the pResident have to declare war -- or not?

5. Why specifically 20 year olds?
Anyone know why they are doing the age thing that way?

but that is exactly the age of my son, thus my attention to this issue.

21. To my knowledge this is how it was during Vietnam
The draft then went by the same lottery rules. I don't know what their reasoning is for starting at the age of 20, however.

Was right. There will never be a draft. No chance of one.

7. Why not Tux?
What makes you think that? A lot of people are concerned that our military is so overextended that there aren't enough volunteer personnel to accommodate the need for military presence.

How do you think they will handle it?

12. All it would take is...
"A crisis occurs which requires more troops than the volunteer military can supply. Congress passes and the President signs legislation which starts a draft."

The crisis is waiting in the wings. Oil crisis? Iran nukes? A Beirut incident in Baghdad...

They can say all they want that they don't want and don't intend a draft, but we have seen that it does not take a trifecta to go back on their word.

18. I think it is the FY-2004 Report to Congress pdf
Selective Service Annual Report to Congress FY-2004
View the Selective Service Annual Report to the Congress of the United States.
View or Download the Report Now
( Viewing requires Adobe Acrobat Reader)

It has downloaded forever, then comes up blank. Just now froze my 'puter. But it could be my drive--it has had some problems lately. The report is on the right side of the page, just under Verify Registration.

19. Stop the download. Save your computer.
If you're talking about the report for FY 2004, it was made in April, 2003.

http://www.sss.gov/WHATNEW.HTM

Also, if you're running a Firefox browser, you can right click on it and 'open in new tab'. The report comes up that way.

Thanks for trying, though. Sure wish I knew what was in the new report. My 'baby' turned 18 on Sunday, and I have a 21 year old.

20. Thanks, Soup
I had to crash before you replied.

If they don't have this much vaunted report up, I think I'm even more concerned. It could be that it takes some time after such a report is submitted to the president to be vetted for release, but I am inclined to be cynical on this one.

Sorry to hear it is personal for you, too. I never expected to be dealing with this for my son.
