By jumping the sinking Iraq war ship and setting up office at the World Bank he expands the Bush junta's control of the developing world beyond the military into the realm of the loan shark!

His recommendation by George W. Bush to lead the organization and the organization's acceptance of the recommendation stand out for their hubris and greed!
