1. One of the prime reasons darkskin = poverty level nations is because the rich WANT it that way and actively keep it that way. Many regions where darkskin is, are also valuable resources; oil, diamonds, agriculture, rubber, etc. RICH want them. Must keep DS down and poor to keep those goodies.
Look up the history of Dole Plantation, for example. Major nasty.
2. Those regions have been poverty-stricken for decades or even centuries, and if they have valuable commodities they could use to help themselves, then see #1.
If they don't, then they can't do anything but remain in poverty.
Think about it. We're angry as hell, and rightfully, about the $300 billion we've kissed buh-bye. bush says we can't have our SS, anyone making over $22K, coz we can't afford it. But that $300 bil he spent on Iraq would have FULLY FUNDED SS well into the 22 century.
THAT is EXACTLY the shit rich nations have been doing to DS poverty-stricken nations for eons. Only for them, that $300 bil was their food money.
Why didn't we spend that $300 bil on a few of those millions who die of starvation every year?

We could unpovertize (my New Word of the Week) a bunch of nations in a year if we had a normal defense budget instead of a USSR one.
3. Racism. A white hating blacks is racism. A black hating whites is NOT "reverse racism". It's just plain ol' racism. (Dunno WTF that "reverse" shit came from)
Yellow hates white? Racism. And blacks hating other blacks because they're black? Racism.
Blacks had slaves long before whites did.
Why would blacks be racist against other blacks? Because they're humans. That simple.
Cuba is a huge exception in the DS poverty world. As you say, most are dirt-poor barely surviving. Except Cuba. And without US help. And that's the #1 reason the USgov hates Castro. He's a very bad example for the world to the US view, and it's why Castro's viewed as a hero to many other nations.
What if Venez. decided they too don't need US aid any more? What if they too decided to kick the US oil companies out of Venez.? What if they decided they don't need the US, they can form a S. American coalition or join the EU?
NOT good, from the USgov view.
And now Brasil is acting up, telling the US to take your strings-attached Aids money and shove it.
What happens to the US corps making billions in profits and paying out pennies in costs because they're in one of those DS poverty nations paying pennies a day for labor, and that DS povety nation says hey, get out. Or the leader of that nation says there's a new law in town...min wage is now doubled. And that goes for you too, Rich US Corp!
It sounds so totally British Empire circa 1800s. But it's real and it's now and it's us.
