In defining their blatant power grab as a "Constitutional Option," Kyl hung his hat on a 1892 Supreme Court ruling involving a quorum in the House. The decision had to do with the House being able to function when a majority (quorum) of members were present, but he took that, applied it to the Senate, and then took the single word "majority" out of the decision, and mis-applied it to the efforts at hand to allow a simple majority (51) to change the rules of the Senate.
That had NOTHING to do with the old Supreme Court case to which he was referring...the whole argument is full of BS, as is Kyl.
