What is the "Victory Act"?

I've never heard about this before until I saw the Alex Jones documentary "American Dictaorships" (98% of it is about Bush and the neocons). I haven't ever heard of them trying to push for this. I know they are trying soon with the PA2 bill. I'm hoping it doesn't come up until we take back the Congress and Senate and can vote against it and take back our country. I was wondering if anybody has heard about it and knows any information on it. Doesn't sound too good since the Bush people like to play "opposite game" with words and what they name things. Hmm "Victory" for who? Certainly not me!
