whatever you take it to mean. The only negative sense is "fraudulently arranged" (OED)

More leaks? I do hope so and the more Blair and Bush lie to try to get themselves off the hook the more likely it is that we will get more leaks."

it shouldn't be called the DSM-
Memo- meaning a little note- something rather inconcequential-

rather Memorandum or Document or Minutes of the meeting????-

semantics, but words get so much play, and are so twistable

it DOES depend on what the 'intentional' meaning of 'is' is.
