Land owner won't quit
RIVERSIDE - Rick Scoggins isn't giving up.

The city of Riverside has gone to court to acquire 18.7 acres he and his wife, Frances Renee Scoggins, own along Van Buren Boulevard and Victoria Avenue.

Now, he's camping out on his property in a rented recreational vehicle. He has posted two, 4-by-10-foot signs along a chain-link fence on Van Buren Boulevard blasting the city.

One calls for changing eminent domain, the government's ability to take private property for public use, and decries "corrupt politicians and developers." The other reads, in part, "You Will Not Steal My Property!!!"

2. They should just raise the property tax on land
while reducing it on buildings. If he wants to keep it, fine. He's just got to pay taxes, just like everyone else.
