Then they can screen you, and if you don't pass the "sniff" test, meaning (probably) if you are a registered Democrat, or belong to an anti-war organization or (heaven forbid) a terrorist group like Greenpeace or Gold Star Mothers for Peace or any other such rabble, you don't get a registration number.
