So many leaders like to stay in the same spot and are sure they are right. Think of Joseph of Austria,(Has burgs) Czars of Russia and even Victoria who did not have the same power as the other two. It was like a mind set with them. They were right and knew what was best for their people as their worlds came down around their ears. It seems to happen world wide when these types move into a bubble and know nothing of every day people and stay with their own types. China was the same with the old rulers.And it is interesting that I think you will find the 'Church' always backed the rulers.It is the odd one that thinks out of that bubble and really does some thing like Elizabeth the first or Cathrine the Great.Often the country swings right back into the old ways after these odd balls are dead.
