ASUNCION, Paraguay, Aug. 16 -- Defense Secretary Donald H. Rumsfeld, arriving in this South American capital Tuesday, said countries in the region should help strengthen democracy in Bolivia and suggested that governments in Cuba and Venezuela have been involved in Bolivia in "unhelpful ways."

Increasing political problems in Bolivia, which borders Paraguay to the northwest, have been fostered by Cuban and Venezuelan authorities, U.S. officials contend.

U.S. officials said the challenge is to steer Bolivia toward a democratic outcome while encouraging South American neighbors to work together. Peasant groups, urban activists and socialist parties have staged repeated protests in Bolivia, a deeply impoverished country.

"Any time you see issues involving stability in a country, it is something that one wishes would be resolved in a democratic, peaceful way," Rumsfeld told reporters en route to Paraguay. "There certainly is evidence that both Cuba and Venezuela have been involved in the situation in Bolivia in unhelpful ways."

2. Doesn't the US have hundreds, if not thousands
of American paramilitaries in Bolivia? Excuse my ignorance, but my focus has been in Iraq.

I've read that the US is deeply involved in Central & South America, for obvious reasons.

The problem, Mr. Rumsfeld, is that we only comprise about 3.8% of the world's population, and we're technically bankrupt. Any of that matter to you?

Coincidence? Remember... Gorbachev stated recently that water wars will be even more fierce than the oil wars.

4. Isn't the unrest there precisely because of water?
(I confess to ignorance, as well.)

Isn't Bolivia one of those IMF countries that had to privatize its water as one condition for receiving loans? Isn't that what created a crisis among Bolivia's farmers?

7. True. Many have forgotten Argentina's troubles of the last decade.
Bushes pushed Enron onto their buddy, Carlos Menem, ib 1989. They also promoted RevMoon and his media takeover there in the mid90s. Within a few years the entire country was bankrupted, Menem was indicted for arms dealing, and RevMoon quietly accrued millions more acreage in South America, specifically targeting water sources.

5. The MSM cleaned this up quite a bit.
The version I saw early this morning basically came right out and said that the greatest fear the U.S. has is that indigenous peoples might actually get some power.
