There have been species to mutate before our eyes! It doesn't take millions of years for an insect to adapt to conditions in a lab. Therefore, it is indeed testable. Your conclusion is the worst bit of creationism in sheep's clothing I have ever seen.

It is one of several ways evolution works.

If you want to be picky about mutation as opposed to other forms:

Elephants in Asia are being born without tusks because the ones who do not have tusks are more likely to survive and thus procreate. That is happening right before our eyes, today.
