The ICL Edition of the 1990 Constitution is still available. It does not include the changes of Sep 1995 preparing the popular confirmation of Saddam Hussein as president. It has been used by the Hussein government as a ruling constitution even though the "referendum" of 15 Oct 1995 only indirectly concerned the constitution -- it was a vote to establish Saddam Hussein as president. The constitutional referendum originally planned for the early 1990s could not take place due to the state of war. Therefore, the validity of the document seems to depend on an implicit referendum by presidential elections on 15 Oct 1995. ICL called it 'interim constitution', i.e. effectively ruling though not established with finality.

4. Found the text of the 1990 Interim constitution. Wanted to see how Kurds
were treated in that constituion compared to the new one. Seems like Saddam recognized the Kurds independence but went after them when they tired to overthrow his government and establish a state of their own.

5. Yep. and question........
When, exactly, did Saddam start going awry? I mean, was he a despotic madman from the get go or did he start out okay and go downhill? Does anyone know?

Article 5
(a) Iraq is a part of the Arab Nation.
(b) The Iraqi People are composed of two principal nationalisms: the Arab Nationalism and the Kurdish Nationalism.
(c) This Constitution acknowledges the national rights of the Kurdish People and the legitimate rights of all minorities within the Iraqi unity.

Article 6
The Iraqi nationality is regulated by the law.

Article 7
(a) Arabic is the official language.
(b) The Kurdish language is official, besides Arabic, in the Kurdish Region.

Article 8
(a) Baghdad is the Capital of the Iraqi Republic, and it can be transferred by law.
(b) The Iraqi Republic is divided into administrative units and is organized on the basis of decentralization.
