They're advertised as the 'usually' non-lethal alternative to shooting someone with bullets.

Okay, fine, then that should completely define the rule for their use: don't taser anyone unless the alternative is shooting them with your pistol. If they haven't done anything such that you could justify shooting them with your pistol, then don't them with the taser either.

That should keep all the grannies, schoolchildren, and simple dafties safe, at least.
