Why did WH send out second memo today?

Or rather, why would Gonzales send out a second memo asking WH staff to retain records of correspondence with Knut Royce and Timothy M. Phelps in addition to Novak?

Is there some mundane reason I don't know about? Royce asd Phelps wrote an article that stated Claire Buchan referred them to NSC with questions about the situation ... but is that the only connection?

1. Their story mentioned Valerie was undercover

They wrote a story about Novak outing her and in their story said she was undercover, Novak's story said only that she was an agent. Talking Points Memo has some good stuff on it. That's where the link below for the Phelps and Royce story came from.
